वेतन-बँड मधील मासिक वेतनाच्या ९ पट एवढी रक्‍कम किंवा ₹७०,०००/- किंवा मोटार-सायकलची प्रत्यक्ष किंमत यापैकी जी रक्‍कम कमी असेल तेवढा अग्निम अनुज्ञेय राहील.
अग्रिमाची वसूली व्याजासह ६० समान मासिक हप्त्यांमध्ये करण्यात यावी. प्रथम अग्निम व नंतर व्याज वसूल करण्यात यावे.

नवीन स्कूटर खरेदी करण्यासाठी अग्रीम देण्यासाठी पात्रता, मर्यादा व वसुली

ज्या कर्मचाऱ्यांचे वेतन-बँड मधील मासिक वेतन ₹८,५६०/-(ग्रेड वेतन वगळून) किंवा अधिक आहे अशा कर्मचाऱ्यांना या प्रयोजनासाठी अग्निम अनुज्ञेय राहील.
वेतन-वँड मधील मासिक वेतनाच्या ८ पट एवढी रक्‍कम किंवा ₹६०,०००/- किंवा स्कूटरची प्रत्यक्ष किमत यापैकी जी रक्कम कमी असेल तेवढा अग्निम अनुज्ञेय राहील.
अग्रिमाची वसूली व्याजासह ४८ समान मासिक हप्त्यांमध्ये करण्यात यावी. प्रथम अग्निम व नंतर व्याज वसूल करण्यात यावे.

नवीन मोपेड खरेदी करण्यासाठी अग्रिम देण्यासाठी पात्रता, मर्यादा व वसुली

ज्या कर्मचाऱ्यांचे वेतन बँड मधील मासिक वेतन ₹८,५६०/-(ग्रेड वेतन वगळून) किंवा अधिक आहे अशा कर्मचाऱ्यांना या प्रयोजनासाठी अग्निम अनुज्ञेय राहील.
वेतन-बँड मधील मासिक वेतनाच्या ३ पट एवढी रक्‍कम किंवा ₹२५,०००/- किंवा मोपेडची प्रत्यक्ष किंमत यापैकी जी रक्‍कम कमी असेल तेवढा अग्निम अनुज्ञेय राहील.

नवीन सायकल खरेदी करण्यासाठी अग्निम देण्यासाठी पात्रता, मर्यादा व वसुली

ज्या कर्मचाऱ्यांचे ग्रेड वेतन ₹२,८००/- किंवा त्यापेक्षा कमी आहे अज्ञा अराजपत्रित कर्मचाऱ्यांना या प्रयोजनासाठी अग्निम अनुज्ञेय राहील.
₹३,५००/- किवा सायकलची प्रत्यक्ष किंमत (विक्रिकर धरुन) यापैकी जी रक्‍कम कमी असेल तेवढा अग्रिम अनुज्ञेय राहील.
अग्रिमाची वसूली व्याजासह १० समान मासिक हप्त्यांमध्ये करण्यात यावी.

उपरोक्त अग्रिम खालील अटींच्या अधीन अनुज्ञेय राहील

अग्निमासाठी अर्ज करणाऱ्या अधिकाऱ्याची शासनाच्या सेवेतील नियुक्ती संबंधित पदाच्या सेवाभरती नियमानुसार करण्यात आलेली असली पाहिजे आणि अशाप्रकारे करण्यात आलेल्या नियुक्‍तीनंतर कमीत कमी ५ वर्षांची सलग सेवा झाली असली पाहिजे. तथापि, अस्थिव्यंग अपंग कर्मचाऱ्यांस (Scooter for Adaption ) हे उपकरण पुरविण्यावावत सामाजिक न्याय व विशेष सहाय्य विभागाच्या क्र.अपंग-२०१२/प्र.क्र.३२/अ.क.-२, दि.८ फेब्रुवारी, २०१३ रोजीच्या शासन निर्णयानुसार या उपकरणासाठी ₹५०,०००/- मंजूर करण्यात येतात. त्यावरील येणारा खर्च वाहन अग्निम म्हणून मंजूर करण्याकरीता खालील अटी शिथिल करण्यात येत आहेत :-
- (अ) नियुक्तीनंतर कमीत कमी ५ वर्षांची सलग सेवा झाली असली पाहिजे.
- (आ) कर्मचाऱ्यांचे वेतन बँड मधील मासिक वेतन ₹८,५६०/-(ग्रेड वेतन वगळून) असणे आवश्यक आहे.
मोटार सायकल/स्कूटर/मोपेड वाहन चालविण्यासाठी सक्षम प्राधिका-यांकडून, कुटुंबातील एका व्यक्तिला मिळालेल्या अनुज्ञप्तीची (License ) छायाप्रत सादर करावी लागेल.
वाहनाच्या मॉडेलचे नाव, उत्पादनाचे वर्षे , खरेदीची तारीख व त्या संदर्भाचे नोंदणीचे कागदपत्र सादर करावे लागतील.
मोटार सायकल, स्कूटर, मोपेड, सायकल व अपंग राज्य शासकीय कर्मचाऱ्यांसाठी स्वयंचलीत तीन चाकी सायकल, स्कूटर विथ अडेंप्हान व मोपेडचा विमा शासकीय विमा निधीकडे उतरविण्यात यावा व तो सतत चालू राहील याची दक्षता घेणे आवश्‍यक राहील.
मोटार सायकल, स्कूटर, मोपेड, सायकल व अपंग राज्य शासकीय कर्मचाऱ्यांसाठी स्वयंचलीत तीन चाकी सायकल, scooter with adaption व मोपेड शासनाकडे तारण ठेवावी लागेल.
दुचाकी/तीन चाकीसाठी एकदा अग्निम दिल्यानंतर पुन्हा अग्निम अनुज्ञेय राहणार नाही. तसेच, सदर शासन निर्णय निर्गमित होण्यापूर्वी, शासकीय अग्निम घेऊन खरेदी केलेल्या जुन्या वाहनाऐवजी पुन्हा नवीन वाहन खरेदीसाठी अग्निम अनुज्ञेय असणार नाही. तथापि, अपंग राज्य शासकीय कर्मचाऱ्यांच्या तीन चाकी सायकल खरेदी करिता ही अट शिथील करण्यात येत आहे.
दि.१ मे, २००१ रोजी किंवा त्यानंतर दोनपेक्षा अधिक अपत्ये असणाऱ्या अर्जदारास (दुसर्‍या वेळेस जुळया अपत्यांचा अपवाद वगळता) या अग्निमाचा लाभ घेता येणार नाही.
शासकीय अधिकारी/ कर्मचारी यांच्या वेतनातून होणारी एकूण वजाती त्याच्या मासिक वित्तलब्धीच्या ५०% पेक्षा अधिक असता कामा नये.
सदर अग्निम मंजूरीच्या दिनांकापासून १ महिन्याच्या आत अग्रिम धारकाने वाहन खरेदी करुन त्यासंबधीची कागदपत्रे शासनास सादर करणे आवश्‍यक राहील. तसे न केल्यास अग्रिम धारकाकडून अग्रिमाची संपूर्ण रक्‍कम १ महिन्यानंतर दंडनीय व्याजासह एक रकमी वसूल करण्यात येईल. अग्निम मंजूर करताना मुंबई वित्तीय नियम-१९५९ मधील नियम १२४(बी) व वित्त विभाग, शासन निर्णय क्र. अग्नीम-१०९५/प्र.क्र.9०/९५/विनियम, दि.२६.९.१९९७ मध्ये नमूद तसेच, शासनाने वेळोवेळी निर्गमित केलेल्या आदेशानुसार लागू ठरणाऱ्या दंडनीय व्याजाचा उल्लेख मंजूरीच्या आदेशात करण्यात यावा.
अग्रिमाची रक्‍कम ज्या महिन्यात वितरीत केली असेल त्याच्या पुढील महिन्यापासून अग्निमाच्या वसूलीस सुरुवात करण्यात यावी.
वाहन अग्रिम रकमेच्या नियमित वसुलीसाठी तसेच मंजूर अग्निम रकमेपेक्षा जादा वसुली होत असल्यास त्यास अर्जदार स्वत:ही जबाबदार राहील.
अग्निमधारक अनधिकृत रजेवर राहिल्यास अथवा इतर अन्य कोणत्याही कारणास्तव त्याच्या कर्तव्यापासून दूर राहिला तरीही वाहन अग्निम तसेच शासनाकडील इतर अन्य अग्निमांची नियमित परतफेड करण्यास संबंधित अग्निमधारक स्वत: जबाबदार राहील.
वित्त विभागाने आदेझाव्दारे वेळोवेळी विहीत केल्यानुसार व्याजाचे दर राहतील.
तसेच, जुनी मोटार सायकल/स्कूटर/मोपेड/ सायकल व अपंग राज्य शासकीय कर्मचाऱ्यांसाठी जुनी तीन चाकी सायकल खरेदीकरीता अग्रिम मंजूर करण्यात येणार नाही.

वाहन अग्निम मंजूरीसाठी लेखाशिर्ष

वाहन अग्निम मंजूरीसाठी आवश्यक असलेल्या निधीसाठी प्रत्येक प्रशासकीय विभागाने पुढील लेखाशिर्पाखाली वित्त विभागातील अर्थसंकल्प कक्षाच्या मान्यतेने आवश्‍यक अर्थसंकल्पिय तरतूद करावी व त्यानंतरच अग्निम मंजूर करावा.

प्रधान लेखाशीर्प :- 9६१०, शासकीय कर्मचारी इत्यादींना कर्जे.

गौणशीर्प :- २०२ , मोटार वाहन खरेदीसाठी अग्निमे.

Advance for Purchase of New Motor Cycles, Automatic or Man Powered Tricycles for Disabled State Government Employees

For purchase of new motor cycle / scooter / moped / bicycle and three-wheeled self-propelled cycle or man-powered three-wheeled cycle for disabled State Government employees subject to rules 136, 137 and 139 of the Bombay Financial Rules, 1959 and also subject to the conditions mentioned below as amended Revised Advance is sanctioned as per Pay Limit as follows.

Advance will be admissible for this purpose to employees whose monthly pay in the pay band is ₹8,560/-(excluding grade pay) or more.
An amount equal to 9 times the monthly pay in the pay-band or ₹70,000/- or the actual cost of the motor-cycle whichever is less will be admissible.
The advance should be recovered in 60 equal monthly installments with interest. Agnim should be recovered first and then interest.

Eligibility, limits and recovery for advance for purchase of new scooter

Advance will be admissible for this purpose to employees whose monthly pay in the pay-band is ₹8,560/-(excluding grade pay) or more.
An amount equal to 8 times the monthly salary in pay-wand or ₹60,000/- or the actual cost of the scooter whichever is less will be admissible.
The advance should be recovered in 48 equal monthly installments with interest. Agnim should be recovered first and then interest.

Eligibility, limits and recovery of Advance for purchase of new moped

Advance will be admissible for this purpose to employees whose monthly pay in the pay band is ₹8,560/-(excluding grade pay) or more.
An amount equal to 3 times the monthly pay in the pay-band or ₹25,000/- or the actual cost of the moped whichever is less will be admissible.
The advance should be recovered in 30 equal monthly installments with interest. Agnim should be recovered first and then interest.

Eligibility, limits and recovery of Advance for purchase of new cycle

Non-Gazetted employees whose grade pay is ₹2,800/- or below will continue to be admissible for this purpose.
₹3,500/- or the actual price of the cycle (depending on the seller) whichever is less, the advance will be admissible.
The advance should be recovered in 10 equal monthly installments with interest.

The above advance shall be admissible subject to the following conditions

An officer applying for advance must have been appointed to the Government service as per the in-service rules of the post concerned and must have completed at least 5 years of continuous service after such appointment. However, as per Government Decision No.Pang-2012/P.No.32/A.K-2 dated February 8, 2013 of the Department of Social Justice and Special Assistance to provide this equipment to the disabled employees (Scooter for Adaptation) Rs. 50,000/- is sanctioned. The following conditions are being relaxed for sanctioning the expenditure incurred as vehicle fire :-
- (a) Must have completed at least 5 years continuous service after appointment.
- (b) Employees must have monthly pay in the pay band of ₹8,560/-(excluding grade pay).
A photocopy of the license obtained by the competent authority for driving a motor cycle/scooter/moped vehicle for one person in the family has to be submitted.
Vehicle model name, years of manufacture, date of purchase and relevant registration documents have to be submitted.
Motor cycles, scooters, mopeds, bicycles and automatic three-wheeled cycles, scooters with suspension and mopeds for disabled state government employees should be given to the government insurance fund and it will be necessary to ensure that it continues.
Motorcycles, scooters, mopeds, bicycles and automatic three-wheeled cycles, scooters with adaptations and mopeds for disabled state government employees have to be deposited with the government.
After giving advance once for two wheeler/three wheeler, again advance will not be permissible. Also, prior to the issuance of the said Government decision, Agnim will not be permissible for purchase of a new vehicle in place of the old vehicle purchased with Government Agnim. However, this condition is being relaxed for purchase of three wheeler cycles by disabled state government employees.
Applicants who have more than two children on or after 1st May, 2001 (with the exception of twins at other times) will not be able to avail the benefit of this scheme.
The total deduction from the salary of the Government Officer/Employee should not exceed 50% of his/her monthly salary.
The advance holder will be required to purchase the vehicle and submit the related documents to the government within 1 month from the date of the said fire approval. Failure to do so will result in the full amount of advance being recovered from the advance holder after 1 month with penal interest. While approving Agnim Rule 124(B) of Bombay Financial Rules-1959 and Finance Department, Government Decision no. Agnim-1095/P.No.90/95/Regulations, dated 26.9.1997 Also, penal interest as applicable as per orders issued by the Government from time to time should be mentioned in the approval order.
The recovery of advance should be started from the month following the month in which the advance amount is disbursed.
The applicant himself will be responsible for the regular recovery of the vehicle advance amount and in case of recovery in excess of the sanctioned amount.
Even if the Agnim holder remains on unauthorized leave or absents himself from his duties for any other reason, the respective Agnim holder will be responsible for regular repayment of vehicle Agnim as well as other Agnims from the Government.
The rates of interest shall be as prescribed by the Finance Department from time to time by order.
Also, advance will not be sanctioned for purchase of old motor cycle / scooter / moped / cycle and old three wheeler cycle for disabled state government employees.

Heading for Vehicle Advance approval

For the funds required for vehicle fire approval, each administrative department should make the necessary budgetary provision under the following accounts with the approval of the budget cell in the finance department and only then approve the fire.

Principal Accountant :- 9610, Loans to Government Employees etc.

Subordinate :- 202, Agnime for purchase of motor vehicle.
